It requires that in determining if a firearm is illegal (For example, a fully-automatic, or explosive ammunition) The ATF makes a video of it's testing. So if the firearm is a fully-automatic, and, is recovered by the ATF, they must make a tape of it's testing available to the defendant, or owner. The only problem is it says these tapes are not permissible as evidence unless paragraph (2) is met. That does not make any sense. I would very much like to see this law pass so that if, for example, someone drills the hole in the receiver of a G3 type firearm for the purpose of attaching a military style lower, they may still do so. Or if someone wants to make their AR15 type firearm look more authentic by drilling the third hole in the lower receiver, they will not be charged with making an illegal machinegun unless it fires more than one round per pull of the trigger.
No juror is going to convict someone for making a FA firearm when the gun still only fires Semi- automatic. If the tape is permissible as evidence then I wholeheartedly support the law, it will help many people out who simply wanted a more authentic firearm, and ended up being charged with making an illegal machinegun. The only problem is the ATF will modify guns
so that they can convict someone.
I do not trust them nor will I ever. They need to make a law saying that if a agency tries to modify evidence or if they try to force someone to commit a crime they get a life sentence. No more crap. If we have to deal with it, they must also.
